Erwin Teshiba Tulfo, born on October 6, 1963, is a Filipino politician, media personality, and former government official from Tacloban, Leyte. Currently serving as a representative for ACT-CIS Partylist and a Deputy House Majority Leader since 2023, Tulfo has had a varied career in both media and public service. He was appointed as Secretary of the Department of Social Welfare and Development (DSWD) by President Ferdinand Marcos Jr. in June 2022, but his tenure was brief as he was twice bypassed by the Commission on Appointments over issues regarding his American citizenship and a libel conviction. Prior to his government service, Tulfo was a prominent television and radio broadcaster, hosting programs such as 'T3' with his brothers Ben and Raffy, 'Tutok Tulfo' (2010-2012), and anchoring the news program 'Aksyon' from 2010 to 2017. He comes from the influential Tulfo family, with his brother Raffy currently serving as a Senator, while another brother, Ben, is also running for the Senate in the 2025 elections. In 2024, Tulfo joined the Lakas-Christian Muslim Democrats (Lakas-CMD) party and was officially named to the Alyansa para sa Bagong Pilipinas senatorial slate for the 2025 Senate election.

Filed the Universal Medical Access and Equipment bill in February 2025, proposing to equip all public hospitals with more medical equipment.

Also initiated rescue operations for indigenous peoples from homelessness in urban centers and provided their families with financial aid.

Legal Cases & Controversies
Libel Conviction
In 2008, Tulfo was found guilty by the Supreme Court of the Philippines of four counts of libel, which later became an issue during his confirmation hearings as DSWD Secretary in 2022.
DSWD Secretary Controversy
In 2019, before becoming DSWD Secretary, Tulfo faced backlash for cursing and threatening to physically assault then-DSWD Secretary Rolando Bautista on air when the latter was unavailable for an interview. Tulfo called Bautista 'buang' (crazy) on his radio program, which led to the Philippine National Police and Armed Forces of the Philippines recalling security details assigned to the Tulfo brothers. Tulfo later apologized for the incident.
Citizenship Issues
Faced scrutiny over his American citizenship during confirmation hearings as DSWD Secretary in 2022. Tulfo claimed he had renounced his US citizenship prior to his appointment, but this remained a point of contention that contributed to his being bypassed by the Commission on Appointments.
Disinformation Allegations
In September 2017, then-Senator Sonny Trillanes threatened to sue Tulfo and media personality Mocha Uson for spreading 'fake news' regarding his alleged foreign bank accounts. In December 2021, fact-checking organization Vera Files reported that Tulfo falsely claimed that broadcast and online news media did not cover a Nueva Ecija campaign caravan of then-presidential and vice-presidential aspirants Marcos and Duterte.
